ftpget does not exist anymore in Squid-1.2. It has been entirely
stuck into the main Squid process.

ftpget used to be in Perl, in the Harvest-1.[123] days. We used
some Perl library functions called 'ftp.pl' and 'chat2.pl' I think.
Those routines caused us no end of troubles, so it was rewritten
into C.
