cf.data.pre changes

I think it'd be a good idea to include a one-line summary for each
configuration option; so the option summary can appear in the
index/contents for Henrik and my HTML-ised output.

I also think it might be a good idea to include a "default" file
in this HTML showing what the default configuration file would look like;
I see a few installs here and there where people forget to put in
defaults like the default refresh patterns..

Thoughts?
