R: Link failure on MinGW after Identd changes

Hi Amos,

The things seems to be different.

After some tests, yesterday I have discovered that when including config.h, USE_IDENT seems to be NOT defined ...
I have placed an #error statement just after the first #if USE_IDENT at the top of the file, and the compile was running fine ...

Including squid.h, the compile fails as expected at the #error statement.

I have also verified that autoconf.h and config.h are corretctly included placing some other #error statements, and all the inclusion flow seems to be correct.

Very odd ....
