compat/os/mswin.h
  - one of the HAVE_FUNCTL_H comments needs to be fixed to HAVE_STRING_H
  - The WSA_CMSG_* and CMSG_* bits at the end of the file need to go
into a later merge after they have been tested well. This was part of
one of those experiments that need to be left out of trunk.

helpers/* changes all need to be omitted from trunk at this point.
  - most config.test files are just forcing things to build (and thus
test) on Windows when the config.test logic is broken. The ones that are
not are omitting the helper built on Windows as well as elsewhere,
leaving the code and any changes within completely untested so far.
  - all the other changes to helpers should probably be left until that
testign can be done.
