Connection Refused

Hi,
i am using Squid 1.0.18 as child for an Squid 1.1beta10 i think.
Now the cache seems to be down (Parent) and i get an "Connection refused".
The server still answers on ping but refused TCP/UDP connection
as i can see from the logs. Why doesnt squid now recognize that
this server is down and tries an direct request ?
