I have a problem with version 1.1.19: It seems that it doesn't read the
'cache_effective_user' option from the config-file. In the config-file I have:

--------
cache_effective_user nobody nobody
--------

But if I start squid as root, I get this:

--------
nemesis:/etc/squid# /usr/bin/squid -D &
[1] 15290
nemesis:/etc/squid# 97/12/30 11:22:10| Squid is not safe to run as root! If you must
97/12/30 11:22:10| start Squid as root, then you must configure
97/12/30 11:22:10| it to run as a non-priveledged user with the
97/12/30 11:22:10| 'cache_effective_user' option in the config file.
FATAL: Don't run Squid as root, set 'cache_effective_user'!
Squid Cache (Version 1.1.19): Terminated abnormally.
CPU Usage: user 0 sys 0
Maximum Resident Size: 0 KB
Page faults with physical i/o: 171
-------

Why???

If I start squid explicitly as user 'nobody' it starts without a problem. In
the version ealier than 1.1.19 it works without a problem.
