Squid connecting to another (unknown) cache server

Hello,

I´ve got a great Problem: My Provider isn´t very fast and he manages all IP traffic via his own proxy. He doesn´t allow any IP trafiic to other sides outside hos domain.
I wan´t to connect my squid to his proxy. It´s much faster but I couldn´t get the entry in the file squid.conf.
Many things have I tried, but nothing helps!!! I only get the message <no route to host>. I´ve tried
cache_host and tcp_outging ...
If there is anybody who could help me?
