This is mentioned in the FAQ
http://squid.nlanr.net/Squid/FAQ/FAQ-12.html#ss12.19, but
it maybe wasn't clear enough, so I rewrote it.

If this content provider is generating custom content, then they should
be sending other headers (Cache-Control: private) to prevent it from
being cached.
