Maybe I am missing the point, but a parent cache, if it is alive, should be
queried for ALL requests (unless of course ICMP is active etc).

At least thats the way how it worked under 1.1. Either this was changed, or
something is wrong. I also think that (from "Peer Cache Statistics")

LAST QUERY : 908209885 seconds ago
LAST REPLY : 908209885 seconds ago

is a definite indicator that something is wrong. It looks like it happened at
that time, but the current time is 908209928, so I would expect a "43 seconds
ago".

Whats going on?
