hierarchy_stoplist is a softer than always_direct.

If never_direct is allow, then always_direct overrides this goes direct
but hierarchy_stoplist tries to find a parent where it can forward the
request.

The idea is that hierarcy_stoplist should match those requests that are
most unlikely to be uncachable, to allow Squid to quickly select the
closest possible path on those requests.
