FATAL: Cannot open HTTP Port

Hi,

    I am running Squid Cache: Version 2.2.STABLE3 on RedHat 6.0 Linux Kernel
2.2.5.

When I stop squid: squid -k shutdown and I try to start it again: squid -sY
&,
 I get this error: FATAL: Cannot open HTTP Port

I don't have any clue what I am doing wrong since it works fine beside this
problem.
