dnsserver problem

I cannot get squid to start any dnsserver processes. dnsserver has the
proper permissions on it and I can run it from the command line. But,
when squid tries to run it, it just hangs for about 2 minutes and then I
get back

WARNING: Cannot run '/usr/local/squid/bin/dnsserver' process.

If anyone has any ideas, I would really appreciate hearing them.
