So it's like a savings account. If I do not surf for (65536/384=170)
seconds, and then start to surf, I get a whole 64kB chunk at the max
possible speed. Correct?
Does it also mean that while setting delay_parameters 500/2000 means
reasonable surfing but slow large file download, setting
delay_parameters 2000/500 is nonsense, because it is the same as 500/500
?
