The current directory is rarely in the path, Zakerov (this is a good
thing...consider reading a good book on using Unix to learn more about
why). You usually must type './' in front of a command if you are in
the same directory. (Otherwise you type the whole
/path/to/the/command--using './' actually is no different... '.' /is/
the path to the command).

In other word, try this:

./squid start|stop|restart
