Sort of, but not recommended. It is OK if it is one single user with two
valid passwords (i.e. during a transition period when the password has
been changed centrally), but not recommended if both passwords can be
used concurrently.
What you need (for htpaswd) is to have the two passwords in different
password files, and then chain two ncsa_auth helpers together. See an
