[SQU] Delay pools with WCCP

I have one squid server running with WCCP protocol and clients' speed is
restricted by delay pool. At the moment, the squid server is having high
load and planning to add another squid server.

If I set the delay parameters of the new squid server as same as current
one, will the clients get twice of bandwidth because of WCCP?
