[SQU] access denied problem

hello,

I have a problem. I am trying to setup an upstream proxy server. It requires
a password. Here is the only line I have customized in squid.conf

cache_peer 10.1.1.20 parent 8080 0 login=bob%20wong:pass

When I try to go somewhere, squid always returns the error page
ERR_ACCESS_DENIED, it is baffling me. I am using Squid 2.5. The same thing
happens with Squid 2.2STABLE5.

Any help would be appreciated,
