[SQU] TCP connection x.x.x.x failed.

I am redirect all the http request to a parent
cache 198.67.9.21.

Inside of the cache.log there are a lot of the following
lines:

2001/01/31 10:10:01| TCP connection to 198.67.9.21/8080 failed
2001/01/31 10:10:03| TCP connection to 198.67.9.21/8080 failed
2001/01/31 10:10:20| TCP connection to 198.67.9.21/8080 failed
2001/01/31 10:10:20| TCP connection to 198.67.9.21/8080 failed
2001/01/31 10:14:24| TCP connection to 198.67.9.21/8080 succeeded

Also I'm receiving continously a message of the parent cache
that says: "Time to live exceded".

What can I do in order to resolve this problem?
What does it means?
