Have you tried enabling ARP support when you built your Squid?

This part of Squid is only tested on Linux, but should not be terribly
hard to port to other OS:es if they work differently. If you need help
with porting to FreeBSD I can help at a hourly rate of 70 USD. Should
not take more than one or at most two hours to get it running on
FreeBSD.

If you are not talking about ethernet mac address access controls, then
please expand what you intend with "ARP feature".

Note: The "arp" access control exists in Squid since way back.
Defenitely is in Squid-2.4.STABLE2. This is not a feature introduced in
Squid-2.5.
