Not really.. the weights will then be applied to the echo response time
which is pretty much independent of the server load.
What you need is a ICP daemon who is aware of server load and delays the
ICP responses if the server is highly loaded.
Note: In case of Zope this delay comes naturally from the server design,
in the same manner as for Squid proxies. The more loaded the server is the
less frequently the main loop will process ICP queries. This is not the
case for Apache or other multi-process designs.
