Most likely, provided you can export the list of users and their
(most likely hashed) password from the Netscape Proxy.

Once you have the list of users and their password you need to know how
the password is hashed. If it is hashed using the standard "crypt"
algorithm then ncsa_auth works fine. If it is hashed using the MD5
algorithm (like Apache or similar) then ncsa_auth from Squid-3 should do
the trick.

If another hashing algorithm is used for the password then the helper
needs to be extended with the algorithm used.
