One last question tho.

Is it ok for the external digest authenticator to return "ERR" or should it
always return HA1. If I have to return HA1, then I guess I should make up
some dummy HA1 if I want my auth to fail.

Is this really what you intended? It is opposite to your calculation
above, and using '78069102' as realm looks a little odd..

By switching the user and realm into what I think is your intended then
htdigest does give the expected output:

$ htdigest -c passwd Cyber 78069102
Adding password for 78069102 in realm Cyber.
New password:
Re-type new password:
$ cat passwd
78069102:Cyber:4c9a61f233ef81a598b2fe0ce3c3e111
