Generally no.

The "maxconn" ACL type can be used to limit the number of concurrent requests
a single user can issue, but it may also block valid uses in some cases (some
browsers are known to open quite many parallell connections, especially when
dealing with lots of frames)

Some of these programs you can block by the user-agent string they advertise.
